20-Year-Old Burlington Man Charged with Sexual Abuse of Minors

A 20-year-old Burlington man facing sexual assault charges was taken into custody Tuesday, according to a West Burlington police news release and arrest affidavits.

According to a news release, West Burlington police initiated an investigation on June 24 that resulted in the issuance of arrest warrants for Kenneth Leon Hayburn. The warrants were served on Hayburn Tuesday at the Des Moines County Jail.

He faces two class A felony charges of third-degree sexual assault, his second offense, the release said.

Incident and investigation

Shortly before 7:30 p.m. on June 24, the West Burlington Police Department responded to a report of a sexual assault. Officers contacted the 15-year-old victim, who reported that she had been communicating with a man known as Kenneth on a social media site.

Hayburn is a registered sex offender in Des Moines County, according to police statements.

Police say Hayburn, wearing a red T-shirt and jeans, picked up the victim in an older two-door pickup truck, then drove to a wooded area on Brushtown Road in West Burlington and sexually assaulted the victim even though the victim repeatedly said “no,” according to the affidavit.

According to the affidavit, in a later conversation with the victim, Hayburn wrote: “What do I have to do to make you drop all this? I’ll give you money… Please stop, I don’t want to go to jail.”

Detectives discovered Hayburn owned a 1991 Ford Ranger and learned he was living in the camper, where they executed a search warrant June 25. Hayburn was wearing a red shirt and jeans, according to the affidavit. He also wore an ankle monitoring bracelet “as a condition of probation for a previous sex offense.”

Using GPS, detectives were able to pinpoint Hayburn’s location.
