San Angelo Man Arrested for Online Solicitation of Louisiana Minors

SAN ANGELO, Texas (Concho Valley Homepage) — A San Angelo man who was an active registered sex offender was arrested for using Snapchat to solicit a minor living in Louisiana to have sexual intercourse with her, court documents show.

Fulton was booked into the Tom Green County Detention Center at 10:22 a.m. July 10 on a charge of soliciting a minor under the age of 14 to engage in sexual activity. His bail was set at $250,000.


An affidavit filed with Tom Green County states that a Tom Green County Sheriff’s Office officer spoke with an investigator from the Ouachita Parish Sheriff’s Office, located in Louisiana, on July 9 in connection with the case of Joshua Fulton, 32, of San Angelo. The investigator stated that Fulton had been sending sexual messages to a 13-year-old girl from Louisiana using Snapchat.

The investigator also told the police officer that their investigation into the case revealed that Fulton and the girl had been sending each other nude photos of themselves. Additionally, the investigator said they had copies of messages that Fulton and the girl had sent to each other stating that Fulton “told the girl that he wanted to have sex with her, wanted her to have his baby, and wanted to come to Louisiana, pick her up, and take her back to his house.”

The investigator also told the TGSO officer that the girl told Fulton her age and Fulton told her he was from Texas.

According to the Texas Public Sex Offender website, Fulton is currently listed as a sex offender with a lifetime registration requirement. The affidavit said he was required to register as a sex offender after his March 15, 2016, conviction for sexual assault of a child. His last required annual background check with the San Angelo Police Department was Jan. 10, 2024.

The TGSO police officer also spoke with a member of the SAPD who had been contacted by an investigator from the Oswego County Sheriff’s Office in New York regarding a separate case in which Fulton had been soliciting an underage girl. The investigator told the SAPD member that the case they were working involved Fulton sexting and exchanging nude media files with a girl from New York.

The police officer then contacted an SAPD Patrol Division officer, who also spoke with an Oswego County investigator. The investigator told the SAPD officer that Fulton had “sent nude media files of himself masturbating to an underage girl,” files that showed “explicit tattoos” he had on his hands and arms.

Documents reviewed by a police officer also indicated that Fulton was “caught using a Facebook account to send messages to an underage girl in a sexually explicit manner” in early 2019. Fulton admitted to sending messages to the underage girl during questioning, and during the investigation it was discovered that Fulton had multiple social media accounts that were not reported on his annual sex offender registration.

The investigation into Fulton’s latest arrest is currently ongoing.
